Two sides to this, and only one of them is this desk's. At this desk a change or a cancellation is free, at any notice, always. What happens on the operator's side depends on the operator and on how much warning it had.

The operator's side
An operator that has allocated a driver against a job has committed something. What it does when the job changes or disappears is its own arrangement, and it varies between companies and with how much warning it had.
This desk does not set that, does not collect it and will not print a figure for it. What it will do is ask, and report the answer before anything is committed if a traveler wants to know in advance.

Telephone +1 (817) 297-4460 during posted hours, Monday to Saturday, 7 am to 7 pm Central, or write to runs@northfieldbulletin.com. Outside posted hours a message waits until the desk opens, and for a change on the morning that matters, so the telephone is the better route.
Include what identifies the booking and what is changing. A change described precisely is passed on precisely.
Flexible changes, and what the phrase covers here
Changes at this desk are flexible in the plain sense: they cost nothing and there is no cut off. That statement is about this desk's own charges and nothing else.
Free changes and cancellation are not stated on the table of what this site claims, because the words would be read as covering what a traveler pays altogether, and the operator's part of that is not this desk's to promise.
Refunds
This desk has nothing to refund, having taken nothing. Money that has changed hands with an operator is between the traveler and that operator under its own terms.
