A car waiting for a person is waiting for a fact that does not exist until it happens. Everything before the morning is an estimate, and this intake files it under the third moment for that reason and no other.

What the desk writes down
The hour the traveler expects to be outside, recorded as an expectation rather than a time.
Why no number can be named without it
An operator holding a car is holding it against something, and if that something is wrong the car waits or leaves. Both cost somebody.
What happens when it changes
This one is expected to change. It is the entry the desk most wants to hear about on the morning itself.

Why this is the third moment and not the second

The scheduled hour belongs to the second moment: it exists as soon as a ticket does. This one does not exist until the day, because it depends on things that have not happened yet.

Filing it separately is the point of the whole intake. Two values that look like the same field are, in fact, available at completely different times, and treating them as one is how a record ends up confidently wrong.

What the desk records

An expectation, written as one. Not a commitment, not an agreed time, and never as a time the desk has confirmed with anybody.

The wording matters because a record that says a time is confirmed will be read that way by everyone who touches it afterwards, including a driver who did not take the call.

What waiting actually costs

A car held past its expected start is a car not doing something else, and operators handle that in their own ways. Some allow a period and then charge; some reallocate. This desk does not know which in advance and does not print a number for it, because it does not set it.

What the desk can do is make sure the expectation on the record is the traveler's honest one rather than an optimistic one, which is worth more than any number.

Telling the desk on the morning

Posted hours, Monday to Saturday, 7 am to 7 pm Central, by telephone or in writing. Outside them nothing is read until the desk opens. That is a limit of a desk this size and it is stated rather than papered over.
